X-rays and cavity searches are not effective enough to stop the cell phones and other types of contraband from appearing in prison facilities. Many officials say that prison staff are slacking and they are not trying hard enough to confiscate the cell phones from the prisons. Surveillance is also poorly operated and the cameras are not capturing footage when contraband is being passed through.
